Summary: The Elementary and Secondary Education Act (ESEA) and the Carl D. Perkins Act of 2006 require school districts to provide equitable services to eligible private school students, teachers, educational personnel, and parents under certain federal programs. Private schools that wish to participate in services must be approved non-profit elementary and secondary private schools. Annually, private schools are required to notify the Office of Superintendent of Public Instruction (OSPI) and the local school district of their intent to participate in federal supplemental education programs through their local school district. The notification process is done via the Private Participation in Federal Programs (Intent to Participate) form on the Educational Data System (EDS), which will be available fromJanuary 17, 2011 to March 4, 2011. School districts are also required to use the EDS application to make note of their contact with private school officials regarding the private schools’ intent to participate in the ESEA programs available to them.
